EU Semiconductor Sector Backs Semicon Coalition’s Push for Chips Act 2.0 to Boost AI and Quantum Innovation

SEMI Europe, alongside over 75 semiconductor and microelectronics companies, research and technology organizations (RTOs), and trade associations, announced their endorsement of the Semicon Coalition’s Declaration, signed by all 27 EU Member States. The declaration advocates for a revised EU Chips Act to strengthen Europe’s role in the global semiconductor industry.

The initiative seeks to enhance the existing chips framework by fostering cross-segment synergies between RTOs, industry players, small and medium-sized businesses (SMEs), and startups. It emphasizes the industrial uptake of R&D outputs from pilot lines and the expansion of policy tools to support semiconductor deployment in Europe. The declaration also calls for a market-driven approach that connects European and global markets while promoting international partnerships.

Laith Altimime, President of SEMI Europe, stated, “Building a European ecosystem for semiconductors requires a holistic approach, encompassing synergies with strategic policy initiatives, including economic security, AI, and quantum. The EU must set a secured budget line for semiconductors in the next Multiannual Financial Framework (MFF) with simplified procedures and revised competition rules for the industrial uptake of R&D outputs.”

The signatories urge the European Commission to develop a Chips Act 2.0 focused on regulatory simplification, incentive programs, faster permitting, improved grid access, stable power supply, robust infrastructure, talent acquisition, and secure access to critical raw materials to meet the EU’s strategic objectives.
