Tamil Nadu Industrial Development Corporation Ltd (TIDCO) has issued Notice dated 24.12.2025 and a Request for Proposal (RFP) to establish a Centre of Excellence (CoE) for semiconductor design and testing infrastructure development in Tamil Nadu.
The RFP invites proposals from entities with expertise to set up the CoE as a for-profit Special Purpose Vehicle (SPV) joint venture between TIDCO and the selected proposer. The CoE will support semiconductor design, product development, prototyping, testing, and R&D.
Indicative facilities include product testing, validation, and certification labs with automated test equipment (ATE), system-level testing, EMI/EMC testing, reliability and failure testing, safety testing; battery management system; inch fab; design and prototype development centre with assembly and fabrication for prototyping and pilot production; customer experience gallery; and authorized training and skill development centre. Proposers can propose additional facilities based on emerging technologies or market needs.
Background details note rapid growth in Tamil Nadu's manufacturing sector and rising demand for power semiconductors driven by electric vehicles (EVs), renewable energy, and consumer electronics, with India's domestic power electronics market projected to reach approximately USD 5 billion by 2027. Advanced power semiconductor devices required include MOSFETs and IGBTs. Tamil Nadu hosts companies producing consumer, industrial, and home electronics, but limited government-recognized testing facilities exist, leading to reliance on external providers.
The Tamil Nadu Semiconductor and Advanced Electronics Policy 2024 aims to create a manufacturing and design ecosystem in higher value-added segments.
Objectives include creating a robust semiconductor ecosystem with focus on indigenous production for MSMEs and startups; establishing an industry-oriented CoE; enabling access to technology solutions; positioning Tamil Nadu as a hub for semiconductor innovation and emerging technologies; and fostering collaboration between academia, industry, and government.
