IEEE-USA and the IEEE Japan Office are hosting a new summit aimed at accelerating agricultural collaboration between Arkansas and Japan. The Innovation, Workforce, and Research Conference (IWRC) Smart Agriculture Technology Summit will take place October 13, 2026, in Little Rock, Arkansas, organized in partnership with Japan's National Agriculture and Food Research Organization (NARO) and the IEEE Smart Ag Initiative. The event will bring together agricultural technology leaders, researchers, government officials, and industry experts from both countries to discuss AI, automation, robotics, precision agriculture, food technology, and global food security.
Arkansas and Japan sit roughly 6,500 miles and six time zones apart, with significant cultural differences, yet both share a common goal of improving the efficiency and productivity of agricultural regions. Arkansas produces more rice than any other U.S. state and has established strong research capabilities and large-scale farming operations, while Japan, despite having limited arable land, has built a diverse and successful agricultural sector through technological innovation. Their shared interest in rice and other crops has led to advances in agricultural technology that create new business opportunities spanning growing, production, and distribution. Japan is already the largest foreign investor in Arkansas, with more than 30 companies operating over 65 offices, research facilities, and manufacturing plants across the state.
Dr. Kazuo Kyuma, senior executive advisor at NARO, said that as Japan continues leading in agricultural robotics, precision irrigation, autonomous equipment, and AI-powered farming systems, Arkansas offers something equally valuable: extensive food production expertise and a large-scale environment where new technologies can be tested and deployed. He described the summit as the driving force behind this global collaboration on smart farming, sustainability, food security, and rural economic development.
The summit will bring together a broad mix of leaders from across the agricultural technology space, with attendees hearing directly from NARO leadership, American and Japanese companies, entrepreneurs, researchers, and government officials. Key topics will include open-field agriculture, controlled-environment agriculture, and food technology, along with breakout sessions covering advanced farming technology, international research collaboration, and fertilizers and pesticides. The event will also offer opportunities to build relationships with potential collaborators and explore emerging developments in automation, AI, sensing technology, and sustainable food production.
Matt Francis, past IEEE Region 5 director and CEO of Ozark IC, said IEEE members are helping shape the future of agriculture through innovations in automation, signal processing, and semiconductor technology. He said working with NARO and other global partners will help advance standards, share expertise, and accelerate the adoption of smart agricultural solutions worldwide.
Featured speakers include Dr. Deacue Fields, vice president for agriculture at the University of Arkansas System; Naohiro Idegami, CEO of NARO-Nature Ponics; Neal Jansen, director of the Arkansas Economic Development Commission's Asia office; Dr. Kazuo Kyuma, senior executive advisor (and former president) at NARO; Dr. Noboru Noguchi, executive vice-president of Hokkaido University; Taiga Sakai, president and CEO of NTT AgriTechnology Corporation; Dr. Junichi Nakagawa, director-general of NARO's Research Center for Agricultural Robotics; Dr. Yoshikiyo Sakakibara, executive director at NARO and director-general of NARO's Institute of Food Research; Dr. Shinjiro Yamada, chairman of the board at PLANTX Corporation; and Daisuke Yamamoto, director of the Office of the President at OPTiM Corporation.
The summit will also include invitation-only visits to leading agricultural institutions across Arkansas, giving participants a firsthand look at next-generation food production, processing, and storage technologies.
IEEE-USA frames strengthening this kind of international collaboration as essential to supporting the global agricultural innovation community, noting that events like the IWRC SmartAg Summit connect its members with global agriculture leaders, foster knowledge exchange, and create opportunities to address emerging challenges in food production and sustainability.
