The Semiconductor Industry Association (SIA) has named Dr. C.C. Wei, TSMC’s Chairman and CEO, and Dr. Mark Liu, TSMC’s Former Chairman and Former President & Co-CEO, as the 2025 co-recipients of the Robert N. Noyce Award, the semiconductor industry’s highest honor. The award recognizes their significant contributions to semiconductor technology and global supply chains. They will accept the award at the SIA Awards Dinner on November 20, 2025, in San Jose, California.
Dr. Wei and Dr. Liu have collectively contributed over 80 years of expertise to TSMC, establishing it as the world’s largest contract chipmaker and a key player in the global semiconductor ecosystem. Their leadership has driven advancements in chip manufacturing, impacting personal computing, smartphones, artificial intelligence, and more. TSMC’s global expansion, including major manufacturing facilities in the United States and other countries, has strengthened the semiconductor supply chain under their guidance.

Dr. Wei, who joined TSMC in 1998, has served as Chairman and CEO since June 2024, following roles as CEO (2018-2024), President and Co-CEO (2013-2018), and Co-Chief Operating Officer (2012-2013). Before TSMC, he held positions at Chartered Semiconductor, ST Microelectronics, and Texas Instruments. He holds a Bachelor of Science in electrical engineering from National Chiao Tung University and a doctorate from Yale University. Dr. Wei expressed gratitude for the award, acknowledging TSMC’s employees and customers for their role in driving innovation.
Dr. Liu served as TSMC Chairman from 2018 to 2024, after holding roles as President and Co-CEO (2013-2018), Co-Chief Operating Officer (2012-2013), and Senior Vice President of Operations (2009-2012). Prior to TSMC, he worked at AT&T Bell Laboratory and Intel Corporation. He earned a Bachelor of Science from National Taiwan University and a master’s and doctorate in electrical engineering and computer science from the University of California, Berkeley. Dr. Liu highlighted the award’s significance in inspiring future industry leaders and thanked mentors like TSMC Founder Dr. Morris Chang.
The Robert N. Noyce Award, named after the co-founder of Fairchild Semiconductor and Intel Corporation, is presented annually to leaders who have made outstanding contributions to the semiconductor industry through technology or public policy.
