India’s First Telecom Manufacturing Zone in Gwalior: MoU Signed, ₹3,500 Crore Commitments Announced, Mumbai Investors Meet on 4 August 2026

The Ministry of Communications, Government of India, and the Government of Madhya Pradesh signed a Memorandum of Understanding for the establishment of the Telecom Manufacturing Zone (TMZ) in Gwalior. The MoU was signed on 30 July 2026 between the Department of Telecommunications (DoT) and the Government of Madhya Pradesh.

A high-level industry roundtable followed the launch. Leading telecom and electronics manufacturers expressed investment commitments of approximately ₹3,500 crore. One account of the roundtable stated the potential to generate around 10,000 direct and indirect employment opportunities. At the Investors’ Roundtable in the national capital, Union Minister Jyotiraditya M. Scindia announced investment commitments of ₹3,500 crore with the potential to generate nearly 14,000 employment opportunities.

The India Cellular & Electronics Association (ICEA) contributed to the formation of the TMZ policy and worked with senior officials of the Ministry of Telecommunications and the Government of Madhya Pradesh. ICEA is establishing a Centre of Excellence and Centre for Skilling to develop industry-ready talent, strengthen design and R&D capabilities, and create an innovation ecosystem for the Telecom Manufacturing Zone.
